A perfect human is indeed impossible because there are too many properties of the human body that counteract each other (like muscle strength vs speed), but perfection is theoretically possible on those specific properties like running speed or right-arm muscle strength.

It's probably impossible for that to appear naturally, so we must assume we can build humans from scratch with DNA splicing and manipulation :D

We can keep improving the design until we reach the apex. At one point even if we add a nucleotide or a cell somewhere, the design will remain equal, or degrade, or the design won't fit within species Homo Sapiens anymore, which doesn't count.
